Default Recurring Insecurity not working as described

Please move this if it's in the wrong place. I tried adding some comments to the skill in the arcane repository but it wouldn't let me add comments to Recurring Insecurity. This seemed like the best alternative place to put it.

My comment about Recurring Insecurity is this:
The skill description says that it is reapplied if the foe is hexed again. Why is it not always at the top of the hex stack then? It has to be reapplied after the hex lands on the foe so why is it always under the last hex that was applied instead of on top of it?

p.s: This is not intended to be another SB+RI rant (there's enough threads about that). Please only comment on the raised issue.

Yep it should be on top...always. It says reapplied, not renewed so the skilldiscription is wrong, or it's bugged.
